INSPIRE Action
The INSPIRE ACTION framework was developed to assist those responsible for administrative oversight of local early childhood special education programs to identify and celebrate strong program components and to identify those program components most in need of improvement. The development was sparked by recognition that many local program leaders (e.g., Directors of Special Education, elementary principals, some special education coordinators) have limited knowledge of early childhood special education and are unable to consistently determine the presence or absence of ECSE program quality.
Overview
This framework was developed by MDE's ECSE team. The initial version was reviewed by a diverse group of local program leaders. The second revision was implemented by 14 local programs for the purpose of providing feedback based on first knowledge of use.
What INSPIRE ACTION is:
- A self-assessment to identify areas of local ECSE program strength and areas most in need of improvement.
- An anticipated component of data collected by MDE to inform the required Statewide Systemic Improvement Plan (SSIP) to be submitted to OSEP in February 2015.
- A tool to assist Professional Development Facilitators to determine the state of readiness of a local program to install an innovation promoted by the Centers of Excellence.
What INSPIRE ACTION is not:
- A strategy to evaluate individual teachers or related service providers.
- A list of evidence-based practices to be implemented using the science of implementation.
- A list of competencies to be demonstrated by teacher candidates enrolled in preservice programs.
- Something to be "installed" using implementation science.
