Standards of Effective Practice
The Standards of Effective Practice are the essential knowledge and skills a teacher needs in order to be effective from “Day 1” in the classroom. PELSB adopted a new set of Standards of Effective Practice – relying on years of stakeholder input, as well as research on the science of learning and development.
Teachers seeking an initial Tier 3 license through the licensure via portfolio process can begin using the new Standards of Effective Practice (https://tinyurl.com/StandardsOfEffectivePractice) on April 15, 2023; though, they can continue using the old standards (https://www.revisor.mn.gov/rules/8710.2000/) through July 1, 2025.

PELSB Information Session

PELSB's next information session will be held on April 24 and will address the new flexibilities for districts that go into effect on April 15.
The listening session - for districts, hiring personnel, and others involved in licensure and employment matters - will also include updates on hiring, as well as general updates, with plenty of time for Q&A. All are welcome to attend.

ECSE and MARSS Combined Training Opportunities

In response to requests from the field, the ECSE team at MDE is partnering with Marilynn Loehr, State MARSS Coordinator, to provide guidance on the requirements for reporting ECSE student data. This training will address why this data is required and how districts should report this data. We are offering two sessions on Wednesday, May 17, 2023. Each session will contain the same content, so please select the time that will work best for you. We also strongly suggest attending with any other members of your team involved in data reporting (e.g. MARSS Coordinator, Business Manager, Special Education Director, Site Verification Coordinator).

Training Session Description: These sessions will cover what ECSE reporting data is required, why it is required, and how programs should report the data.

Presented by: Marilynn Loehr, State MARSS Coordinator and Jon VanOeveren, ECSE Data Manager.

Participants should select one of the available sessions.

ECSE Licensure Standards

The newly adopted ECSE Licensure Standards went into effect on March 25th, 2023. All Candidates entering the programs after July 1, 2025, will be required to meet the new standards.

Advancing Racial Equity in Early Intervention and Preschool Special Education Fact Sheet
The science is clear that the first years of children's lives set the foundation for their healthy development. A young child's race, gender, location, language, and ability should not determine their access to needed services, experiences, and outcomes. This fact sheet provides key information and supporting evidence about racial disparities and inequities for young children with a disability, and questions for state and local leaders seeking to advance equity for all children with disabilities and their families. OSEP Launches New Engage OSEP Site

The Office of Special Education Programs (OSEP) at the U.S. Department of Education has instituted a new strategy to enhance collaboration opportunities with grantees and other stakeholders. This Engage OSEP site will enable OSEP to virtually bring together a variety of stakeholders to share information and to work together to improve results for infants, toddlers, children, and youth with disabilities. This site has been designed to give OSEP staff, grantees, and stakeholders a place to work together to solve complicated issues, facilitate informal knowledge sharing, exchange thoughts and ideas, and share resources, while also providing a place for collaborative creation of new knowledge.

OSEP is excited to announce the recent launching of the refreshed IDEAS That Work website. Check out the all new branding and formatting, designed to provide easy access to information from research to practice initiatives funded by OSEP that address the provisions of IDEA and ESSA. Explore resources, links, and other important information relevant to OSEP’s research to practice efforts. Particularly of interest to our OSEP Engage users, is the ever so useful link between the two websites, allowing for easy transitions between the two spaces!

Early Learning Open Office Webinars

The Division of Early Learning offers a monthly Open Office Hour session for early childhood professionals. The sessions include a brief presentation on a specific topic, links to resources, and announcements/current information for early learning programs.
