Dual Language Learners (DLL)
The Minnesota Centers of Excellence for Young Children with Disabilities is the statewide professional development system for early childhood special education (ECSE). Professional Development Facilitators (PDF) in each of the state’s eight economic development regions work to connect, support and empower local leaders to build capacity. Through these joint efforts, young children and their families are accessing and benefiting from high-quality programs and services throughout the state.
ELL Evaluation Resources
MDE’s English Learner Companion to Promoting Fair Evaluations. There are a several chapters that are very helpful when thinking about evaluation and assessment of multi-lingual learners. Please note that any mention of pre-referral interventions does not apply to the preschool population, as OSEP has been very clear that RTI/MTSS cannot delay the referral for a special education evaluation for a Pre-K child suspected of having a disability.
